Description

In fulfilling its statutory requirements and mission, CRD will produce new fair housing outreach materials. CRD currently has written Fair Housing educational resources; however, CRD recognizes the necessity of providing the public with educational content that utilizes different types of media to enable CRD to reach out to all people regardless of their level of literacy, diverse learning styles, or preferences on how they consume information. CRD would also like to leverage the department s social media presence with new and dynamic content. Contractor shall create educational videos that will allow CRD to reach out and inform the public and community.
Background
The California Civil Rights Department (CRD) is the largest state civil rights agency in the United States, operating from six offices across California. Its mission is to protect Californians from unlawful discrimination in various sectors, including employment, housing, and business establishments.

To fulfill its statutory requirements and enhance public outreach, CRD aims to produce new educational materials that utilize diverse media formats. This initiative seeks to engage individuals of varying literacy levels and learning styles, leveraging social media for broader outreach.

Work Details
The contractor will create educational videos aimed at informing the public about their civil rights and the services provided by CRD. The project includes:
- Producing at least 20 short 'explainer' videos (90 seconds or less) on specific topics suitable for mobile devices and social media platforms.
- Creating 5 to 10 longer videos (1.5 to 3 minutes) on more complex subjects for broader educational campaigns.
- Videos must be produced in English, with at least 10 also translated into Spanish.
- Topics may include: CRD's mission and responsibilities, the complaint process, housing discrimination, LGBTQ rights, employment discrimination, reasonable accommodations/modifications in housing, the Unruh Civil Rights Act, fair housing laws related to criminal history, immigrant rights, and protections for pregnant workers.
- The contractor will manage video production including scripting, storyboarding, animation creation, voiceovers, and editing while ensuring accessibility for diverse audiences.

Period of Performance
The anticipated contract term is two years with a potential extension for a third year. The project is expected to commence on June 1, 2025.

Place of Performance
Services will be performed within the State of California. While some collaboration may occur via meetings with CRD personnel, the contractor is responsible for determining secure locations for video production.
