Rfi - Online Medical Direction For Ems Providers

Background
The San Diego County EMS Office, a division of County Fire, is issuing this Request for Information (RFI) to seek input on the implementation of a new online medical direction system for the region’s EMS providers.

Currently, online EMS medical direction is managed through seven base hospitals that provide real-time medical direction to EMS professionals responding to 9-1-1 calls. Annually, San Diego County EMS services transport more than 250,000 patients to local emergency departments. The County estimates that the future online medical direction system will handle approximately 10,000-15,000 calls a year. The goal is to enhance accessibility and capabilities of highly qualified physicians for EMS professionals operating in the field, ensuring high quality, evidence-based, patient-centered medical care is available to all San Diego County residents and visitors.

Work Details
The RFI seeks information from organizations capable of providing online medical direction by designated emergency physicians who can give verbal direction and consultation to EMS providers. Specific areas of inquiry include:

1) Availability of programs or resources for 24/7 telecommunication consultation for an estimated 10,000-15,000 calls annually;
2) Additional online medical direction resources during disasters or emergencies;
3) Willingness to use County-required or supplied online medical direction resources;
4) Capability to provide a physical location for online medical direction services;
5) Participation in policy and protocol update processes;
6) Access to various medical specialties for immediate telecommunication consultation (e.g., Stroke/Neurology, STEMI/Cardiology, Pediatrics, Trauma, Obstetrics); and
7) Staffing resources physically located within San Diego County.

Period of Performance
The RFI responses are due by May 1, 2025, before 5:00 P.M. San Diego time. This indicates that the information gathering process will occur until that date.

Place of Performance
The services are expected to be performed within San Diego County.

Bidder Requirements
This RFI does not constitute a procurement action and does not require specific certifications or registrations at this stage. However, organizations are encouraged to demonstrate their capability in providing the requested services.
