RFI for JFB Renovation and Modernization Project

Background
The Los Angeles Department of Water and Power (LADWP) is the largest municipal utility in the United States, serving approximately 4 million residents and 1.5 million registered customers. Established under the Charter of the City of Los Angeles, LADWP has over 100 years of experience in electricity generation, transmission, and distribution.

The John Ferraro Building (JFB), constructed in 1965 and registered as a Historic-Cultural Monument, serves as LADWP's headquarters, housing around 3,500 employees. The building's infrastructure is at the end of its life cycle and requires significant renovations to address major deficiencies.

Work Details
The JFB Renovation and Modernization Project will include:
- Asbestos abatement and remediation
- Structural and seismic strengthening of the building’s steel frame
- Seismic anchoring retrofit of the historic suspended ceiling grid
- Installation of new mechanical, electrical, plumbing, and fire-life safety systems
- Modernization of technological infrastructure including security systems, elevators, building envelope, and roof replacement
- Restoration of historic elements such as tile, stone, and metalwork
- Interior tenant improvements to various facilities including the auditorium, Board meeting room, medical office, food service facilities, fitness center, office spaces, and restrooms.

LADWP seeks information on safe execution strategies for this project while the building remains occupied.

Period of Performance
The RFI was released on September 18, 2024. Responses are due by October 30, 2024. The project timeline will be further defined based on responses received during this RFI phase.

Place of Performance
The contract work will be performed at the John Ferraro Building located at 111 North Hope Street, Los Angeles, California 90012.
