Background
The State of California, through the California Department of Health Care Access and Information (HCAI), is initiating the California Diaper Access Initiative as proposed in the Fiscal Year 2025-26 Governor’s Budget. This initiative aims to provide essential products to families in California to enhance maternal and newborn public health outcomes.

The program will identify a supplier to manufacture and distribute three months of free diapers to every baby born in California, regardless of income, addressing the significant financial burden families face regarding diaper costs.

Work Details
The initiative seeks partnerships with diaper manufacturers to evaluate their products, practices, and capabilities. Key objectives include:
- Manufacturing and distributing approximately 400 diapers per baby for three months (totaling around 40 million diapers in 2025-26 and 80 million in 2026-27).
- Ensuring affordability, environmental sustainability, and quality in diaper production.
- Gathering information on product specifications, production capacity, quality control measures, compliance with safety standards, distribution capabilities, and environmental impact.
- Exploring potential cost-saving measures through partnerships.

Period of Performance
The RFI was released on April 17, 2025, with responses due by May 15, 2025. The initiative aims for implementation starting in the fiscal year 2025-26.

Place of Performance
The contract will be performed within the State of California, focusing on statewide distribution to families with newborns.

Bidder Requirements
Respondents must provide details about their organization’s history, mission, product lines, legal challenges faced in the past five years, market role in diaper supply, and product specifications including categories and unique features of diapers manufactured or procured.

Additionally, they should outline their production capacity and ability to scale operations as needed.
