Request for Proposals for Design of Hesperian Blvd Bike Lane Gap Closure

Background
The City of San Leandro is seeking qualified proposals for design services related to the design of a Class IV bikeway along a segment of Hesperian Blvd. between E. 14th Street and Bayfair Drive. This project aims to enhance connectivity to existing and planned Class IV bikeways, improve safety and comfort for pedestrians and bicyclists, and create bid-ready construction documents for the proposed improvements. The contract will be fixed with an initial term from July 2025 through December 31, 2027.

Work Details
The selected consultant will provide comprehensive design services including:
- Preparation of 60%, 90%, and final sets of Plans, Specifications, and Estimates (PS&E) for the construction of a Class IV bikeway.
- Conducting demolition as necessary, utility relocation, striping and markings for bikeways, grading modifications for surface water management, streetscape improvements, landscaping design, and bicycle/pedestrian-related infrastructure enhancements.
- Assessing intersection functionality and proposing improvements such as removing free right-turn lanes, implementing bulb-outs, enhancing crosswalks for pedestrian safety, and ensuring compliance with Complete Streets best practices.
- Coordinating with utilities to identify conflicts and ensure proper drainage plans are in place.

Period of Performance
The contract will commence in July 2025 and conclude on December 31, 2027.

Place of Performance
The work will be performed along Hesperian Blvd. between E. 14th Street and Bayfair Drive in San Leandro, California.

Bidder Requirements
Consultants must comply with the City of San Leandro's Living Wage Ordinance (LWO) if applicable. They must also be registered with the Department of Industrial Relations to perform public work as defined by California Labor Code Section 1720(a)(1). Additionally, consultants are required to submit proof of insurance coverage that meets specified requirements.
