Background
The California Governor's Office of Emergency Services (Cal OES) is seeking consultant services to assist in the development of homeland security and grant investment applications from various federal grant programs. The goal of this contract is to enhance Cal OES's capabilities in securing funding and justifying investments in homeland security initiatives.

Work Details
The contractor will provide consulting services that include:
- Developing homeland security grant applications and justifications.
- Supporting Cal OES in navigating federal grant programs.
- Engaging with multiple levels of government and jurisdictions, including Operational Areas, Urban Areas, tribes, transit agencies, special districts, and ports.
- Conducting research, planning, and managing complex tasks related to homeland security.
- Ensuring compliance with Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) requirements.
- Assisting in the preparation of Homeland Security Investment Justifications (IJs), Threat and Hazard Identification and Risk Assessment (THIRA), and the State Preparedness Report (SPR).

Period of Performance
The contract will commence upon award and is expected to continue for a specified duration as outlined in the final agreement. Performance is expected to start no later than ten days after contract approval.

Place of Performance
The services will primarily be performed within California, specifically at locations designated by Cal OES.
