Request for Proposal - Professional Engineering Design and Environmental Services for CSA 70 J Chrom

Background
The San Bernardino County Department of Public Works – Special Districts is issuing a Request for Proposal (RFP) No. SDD-066 / SPD125-WATER-5748 for professional engineering design and environmental services related to the County Service Area 70J Chromium-6 Treatment Project.

The project aims to manage the investigation and implementation of effective methods to remove Hexavalent Chromium (Chromium-6) contaminants from raw water supplies in the Oak Hills area. This initiative is crucial for ensuring compliance with state regulations regarding drinking water quality.

Work Details
The selected consultant will provide comprehensive engineering design and environmental services, which include:
1. Review and analysis of Chromium-6 samples from each well.
2. Development of at least three treatment plan options with associated costs for design, construction, and maintenance per well site, including waste disposal considerations.
3. Preparation of a Basis of Design Report, preliminary design plans, and cost estimates.
4. Coordination for environmental clearance.
5. Design and construction surveys, grading plans, hydraulic modeling, geotechnical engineering, and final engineering documents for bidding purposes.

The consultant must deliver 100% final plans and specifications by March 1, 2026, to allow project completion by October 1, 2027.

Period of Performance
The contract will be effective upon approval by the Board of Supervisors and will remain in effect until October 1, 2028. All required services must be completed by October 1, 2027.

Place of Performance
Services will be performed at various locations in the Oak Hills area as specified in Exhibit C – Location Map.
