Phased Demolition at Jordan Downs

Background
The Housing Authority of the City of Los Angeles (HACLA) is one of the leading public housing authorities in the nation, established in 1938. HACLA provides affordable housing to over 83,000 households and aims to deliver a wide range of programs and services, including permanent supportive housing for homeless households.

This Invitation for Bids (IFB) seeks qualified contractors to perform phased demolition at the Jordan Downs public housing community, located at 9800 Grape Street, Los Angeles.

Work Details
The contract involves the abatement, utility disconnection, demolition, disposal, and soil remediation of:
- 39 two-story residential townhome buildings (246 units total)
- 1 single-story management and maintenance building
- 1 two-story community building (gymnasium)
- 5 paved surface parking lots
- Related improvements and vegetation across ten project areas covering approximately 17 acres.

The work will be executed in four phased mobilizations:
1. Phase 1: Areas H3A(partial), S6, SO1 & S02A - Tentative Start: October 2024, Completion: April 2025
2. Phase 2: Areas H3A(partial), H3B - Tentative Start: October 2025, Completion: March 2026
3. Phase 3: Areas H4, HO1, SO2B - Tentative Start: December 2025, Completion: May 2026
4. Phase 4: Areas HO2, S8B - Tentative Start: December 2026, Completion: March 2027.

Period of Performance
The project will be completed over multiple years with work scheduled from October 2024 to March 2027 across four phases.

Place of Performance
The contract will be performed at the Jordan Downs public housing community located at 9800 Grape Street, Los Angeles, California.
