Personal Protective Equipment (PPE) Rental and Laundry Services

Background
The Department of Water Resources (DWR) of the State of California is issuing this Invitation for Bid (IFB) number 10208985 for Personal Protective Equipment (PPE) Rental and Laundry Services. This contract aims to provide DWR employees with necessary personal protective clothing and items, ensuring compliance with safety regulations set by the National Fire Protection Agency (NFPA) and the Occupational Safety and Health Administration (OSHA).

The anticipated term of this agreement is three years.

Work Details
The contractor will provide all labor, materials, supplies, documentation, equipment, transportation, including travel and per diem, necessary to deliver rental, laundering, training, and weekly pick-up and delivery services for DWR employees' personal protective clothing and items. Specific services include:
- Rental of flame-resistant (FR) and arc-rated clothing.
- Weekly rental rates for various items including:
- Men's flame-resistant pants (44 units)
- Women's flame-resistant pants (11 units)
- Men's flame-resistant work shirts (44 units)
- Women's flame-resistant work shirts (11 units)
- Men's flame-resistant coveralls (50 units)
- Arc flash suits (2 units)
- Voltage-rated gloves and hood protection sets (2 units)
- Industrial shirts and pants for both men and women.
- Laundering costs for non-rental garments such as jackets and insulated coveralls.
- Replacement costs for damaged or lost items.

Period of Performance
The contract will be performed over a period of three years, starting from November 1, 2025.

Place of Performance
Services will be performed at the Department of Water Resources Coalinga Sub-Center located at 24001 South Fresno-Coalinga Road, Coalinga, California 93210.

Bidder Requirements
Bidders must possess a valid California City or County Business License. They must provide documentation demonstrating experience in providing similar services. Additionally, bidders are required to submit a company policy on maintaining garment integrity, a tracking process for garments in their possession, a sample invoice format, and a customer portal web address for account visibility.

The solicitation has waived DVBE participation requirements but offers incentives for voluntary DVBE subcontracting.
