The goal of this Request for Proposals (RFP) is to award a 10-year concession contract to operate a camp store and restaurant operation at San Elijo State Beach Campground. Pre-proposal Meeting (Optional): August 29, 2024, at 3:00 PM at the San Elijo State Beach Campground, 2050 S Coast Hwy 101 Cardiff, CA 92007. To receive updates to this RFP you must create an account before downloading the document. Letters of Intent and Questions: Letters of Intent are required in order to submit a proposal. Letters of Intent and Questions regarding this RFP must be submitted in writing and received no later than 5:00 PM on September 27, 2024. To ensure fair competition, all proposers will receive the same information and materials; no telephone or personal inquiries about this RFP will be answered. Questions will be submitted in writing to the State by email to Megan.Boisvert@parks.ca.gov Deadline for Proposal Submission: Proposals must be delivered in person or by mail no later than 2 PM on January 16, 2025, at the California Department of Parks and Recreation, 715 P Street, 13th floor, Sacramento, CA 95814. A written compilation of all questions and answers, and any RFP addenda, will be posted on the Cal eProcure website.
Background
The California Department of Parks and Recreation is issuing this Request for Proposals (RFP) to award a 10-year concession contract for the operation of a camp store and restaurant at San Elijo State Beach Campground.
The goal is to enhance the recreational and educational experience for visitors while ensuring the safety and convenience of the public.

Work Details
The Concessionaire will be responsible for developing, equipping, operating, and maintaining a nonexclusive concession at San Elijo State Beach.
The premises include a 1,242 square foot facility with a storeroom, kitchen, storefront, restroom, laundry room, fenced outdoor storage area (675 sq ft), and outdoor patio space (1,786 sq ft).
Services to be provided include:
1. Operation of a camp store selling camping supplies, souvenirs, beach equipment rentals, and laundry services.
2. Operation of an on-site restaurant offering kitchen-prepared meals with seating for diners.
3. Sale of alcohol for on- and off-premises consumption.
4. Maintenance of laundry facilities with at least one coin-operated washing machine and dryer.
5. Implementation of facility improvements totaling at least $600,000 as outlined in the Facility Improvement Plan.
6. Compliance with health and safety regulations including obtaining necessary permits from local authorities.
7. Participation in educational programs that enhance visitor experience.

Period of Performance
The contract will commence on the first day of the month following approval by the California Department of General Services and will last for ten years.
