Background
The California Department of Education (CDE) is soliciting bids for in-person Occupational Therapy assessment, consultation, and direct therapy services for students at the California School for the Blind (CSB), located at 500 Walnut Avenue, Fremont, CA 94536. The goal of this contract is to provide necessary occupational therapy services as mandated in students’ Individual Education Programs (IEPs).

The contract start date is anticipated to be June 1, 2025, contingent upon approval by the Department of General Services (DGS). This contract includes two one-year options to renew.

Work Details
The contractor will provide the following services:
1. In-person Occupational Therapy assessments, consultations, and direct therapy services for CSB students.
2. Assessments will determine which students require direct service or consultation based on their IEPs.
3. Services will address difficulties with fine motor skills, personal care skills, eating skills, and sensorimotor skills as specified in each student's IEP.
4. The Occupational Therapist will develop individualized goals for each student’s IEP based on assessments.
5. Services may also be provided remotely if in-person instruction is not possible due to emergencies.
6. Quarterly progress reports must be submitted using CSB’s online IEP management system.

Period of Performance
The contract period is from June 1, 2025, to May 31, 2026, with options to renew for two additional one-year periods: June 1, 2026 – May 31, 2027 and June 1, 2027 – May 31, 2028.

Place of Performance
Services will be performed at the California School for the Blind located at 500 Walnut Avenue, Fremont, CA 94536.

Bidder Requirements
Bidders must meet the following requirements:
1. Must be legally constituted and qualified to do business within California.
2. Must provide Occupational Therapists who have a valid California Board of Occupational Therapy License.
3. Each Occupational Therapist must possess a Bachelor’s or Master’s Degree in Occupational Therapy and have a minimum of three years’ experience providing occupational therapy services to students with disabilities.
4. Bidders who have had a contract terminated by CDE within the past 18 months will be disqualified.
