IFB Aerial Photography Services - San Diego and Imperial Counties

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) # 11A4208 for Aerial Photography Services in San Diego and Imperial Counties. The purpose of this contract is to provide aerial photography services that support Caltrans' mission to ensure a safe and efficient transportation system.

Work Details
The contractor shall provide an aircraft with licensed pilot(s) and photographer for aerial photography performed in San Diego and Imperial Counties. Specific services include:
1. Aerial photography services per STD 213, Exhibit A, Scope of Work, for various locations including IMP-111, SD-005, SD-015, SD-052, SD-056, and others as detailed in the bid proposal.
2. The contractor must supply all labor, equipment, materials, supplies, travel, and incidentals necessary to complete the work as specified in the attached documents.

Period of Performance
The contract will commence upon execution and is expected to be completed by the termination date specified in the agreement. The estimated timeline for bid submission is from April 24, 2025 to May 13, 2025.

Place of Performance
The aerial photography services will be performed in designated areas within San Diego and Imperial Counties.

Bidder Requirements
Bidders must meet several qualifications including:
1. Possession of a valid U.S. commercial pilot certificate with instrument rating or an airline transport pilot certificate.
2. Submission of a Bidder’s Minimum Qualifications Worksheet demonstrating compliance with all requirements.
3. Bidders are encouraged to be certified as Small Businesses (SB) or Micro Businesses (MB) with the Department of General Services (DGS). A minimum of 25% subcontracting to certified SBs or MBs is encouraged.
