HVAC Replacement Project

Background
The Cosumnes Community Services District (District) is seeking bids for the HVAC Replacement Project (Contract # PC-25-002). The project aims to replace existing natural gas HVAC units and controls with electric heat pump HVAC units and web-based Pelican controls across various facilities.
The District's mission includes providing quality community services, and this project aligns with their goal of improving energy efficiency and service delivery.

Work Details
The contract requires the contractor to furnish all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for the replacement of existing HVAC systems. Specific tasks include:
1) Removal and disposal of all listed HVAC package and/or split units;
2) Removal and disposal of all HVAC thermostats and controls;
3) Installation of new HVAC package and/or split units equivalent to previous existing units;
4) Installation of new web-based climate management thermostats and controls at specified locations: Wackford Community & Aquatic Complex (9014 Bruceville Rd, Elk Grove), Fire Station 45 (229 5th St., Galt), Fire Station 46 (1050 Walnut Ave., Galt), and Fire Headquarters/Fleet (10573 E. Stockton Blvd, Elk Grove).
The contractor must also prepare documentation for available rebates from SMUD.

Period of Performance
The contractor is expected to begin work within ten (10) calendar days after receiving a Notice to Proceed from the District. All work must be completed within thirty (30) working days from the start date.

Place of Performance
The work will be performed at multiple locations including:
Wackford Community & Aquatic Complex at 9014 Bruceville Rd, Elk Grove, CA;
Fire Station 45 at 229 5th St., Galt, CA;
Fire Station 46 at 1050 Walnut Ave., Galt, CA;
and Fire Headquarters/Fleet at 10573 E. Stockton Blvd, Elk Grove, CA.

Bidder Requirements
Bidders must possess a California Contractor’s License in either B-General Building or C-20 Warm-Air Heating, Ventilating and Air-Conditioning. All contractors and subcontractors must be registered with the Department of Industrial Relations to perform public work. A bid security in the form of cash or a certified check equal to ten percent (10%) of the total bid price is required. Additionally, bidders must submit various certifications including a Noncollusion Declaration, Iran Contracting Act Certification, Public Works Contractor Registration Certification, and a Workers' Compensation Certification.
