Hot Mix Asphalt (HMA) Concrete Grinder Dig-Out Repair and Replacement Paving

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #03A3974 for Hot Mix Asphalt (HMA) Concrete Grinder Dig-Out Repair and Replacement Paving services. The goal of this contract is to provide necessary repairs and replacements for State highway right-of-way HMA concrete in various counties including Glenn, Butte, Sutter, Yuba, Colusa, Placer, Nevada, El Dorado, and Sierra. This initiative supports Caltrans' mission to maintain and improve the state's transportation infrastructure.

Work Details
The contractor shall provide all labor, tools, materials, supplies, parts, travel, traffic control, equipment, and incidentals required to perform HMA grinder dig-outs repair and replacement paving services. Specific tasks include:

1. Performing State highway right-of-way HMA concrete grinder dig-out repairs and replacements.
2. Providing work area traffic control as per Exhibit A, Section 8.B., Item 4.b).
3. Move in/move out operations are included in the unit price with no separate compensation allowed.
4. The contractor must furnish traffic control devices as part of the work area traffic control.

Period of Performance
The contract period will commence upon award and is expected to be completed within a specified timeframe as detailed in the bid proposal.

Place of Performance
Services will be performed in Glenn, Butte, Sutter, Yuba, Colusa, Placer, Nevada, El Dorado, and Sierra Counties.

Bidder Requirements
Bidders must possess a valid registration with the Department of Industrial Relations (DIR) at the time of bid submission. A valid Contractors State License Board (CSLB) license appropriate for the work is also required. Additionally:

1. Small Business (SB) participation goal of 25% is encouraged.
2. A minimum of 3% Disabled Veteran Business Enterprise (DVBE) participation is required.
3. Bidders must comply with prevailing wage laws if the total bid exceeds $15,000.
4. Bidders must submit a non-collusion declaration for public works.
