Frozen Fish (FAU25-89-85)

Background
The State of California, Department of General Services, Procurement Division (DGS-PD) is issuing this Invitation for Bid (IFB) to establish a Statewide Mandatory contract for Frozen Fish. This contract will serve the needs of various state departments including the California Department of Corrections and Rehabilitation (CDCR), Department of State Hospitals (DSH), California Highway Patrol (CHP), and Veteran Homes. The goal is to ensure a reliable supply of frozen fish products for these agencies.

Work Details
The contract will cover the procurement of Frozen Fish products, which must comply with specific state specifications and quality assurance procedures. Bidders are required to submit pricing for various frozen fish items as outlined in Attachment 1 – Pricing Worksheet. The anticipated spend for this contract is approximately $961,641.14 annually. The contract will be awarded on an 'All or None' basis to the lowest responsive and responsible bidder. Bidders must provide product literature, nutritional facts, and samples upon request. All products must meet the latest pack date requirements and be first quality unless otherwise specified.

Period of Performance
The initial term of the contract will be two (2) years with two (2) optional one-year extensions available, contingent upon mutual agreement between the State and the contractor.

Place of Performance
Deliveries will be made statewide to locations specified in individual purchase orders, which may include various state institutions across Northern and Southern California.

Bidder Requirements
Bidders must hold a valid Seller’s Permit and provide necessary certifications including compliance with food safety regulations. They are required to submit a Bidder Declaration Form identifying all proposed subcontractors. Additionally, bidders claiming small business or Disabled Veteran Business Enterprise (DVBE) preferences must provide appropriate documentation to support their claims.
