Background
The California Department of Fish and Wildlife (CDFW) is seeking to implement a new cloud-based fleet tracking system to replace the existing Vehicle Tracking System (VTS).
The mission of CDFW is to manage California’s diverse fish, wildlife, and plant resources for their ecological values and public enjoyment.
The current VTS, developed internally 15 years ago, is outdated and does not support current business processes, leading to inefficiencies in managing approximately 3,500 fleet assets.
The goal of this contract is to provide a modern solution that enhances productivity and reduces operational costs.

Work Details
The contractor will implement an integrated commercial off-the-shelf (COTS) software as a service (SaaS) fleet tracking system.
Key tasks include:
1. Implementing a cloud-based solution that fulfills functional and non-functional requirements.
2. Conducting integration testing, data migration, and production deployment.
3. Providing user training and go-live support.
4. Producing project-related artifacts as required by the project deliverables.
5. Project management support throughout the project duration.

Key functional requirements include:
- Fleet asset onboarding with templates for various asset types.
- Management of fleet assets including updates on attributes, repairs, maintenance tracking, and disposal workflows.
- Fuel card management with notifications for expiring financial codes.
- Financial reporting capabilities for fleet assets including validation reports for WEX transactions.
- Data migration from the legacy VTS to the new system.

Non-functional requirements include:
- Active Directory integration and API imports for WEX transactions and vehicle usage data.
- Audit trails, validation capabilities, and role-based user access.

Period of Performance
The term of the agreement will be effective for sixty (60) months upon DGS approval of a Purchase Order through 10/31/2029 for software implementation, subscription, and support.
The IT implementation portion shall not exceed twelve (12) months.

Place of Performance
The work will primarily be performed remotely; however, if Contractor staff chooses to work onsite at CDFW facilities located in Sacramento, CA, necessary resources will be provided.
