SFMTA-2025-02-LOC - Pre-Proposal Presentation Proposers are invited to submit a Proposal to support the preparation and administration of competitive grant applications. Qualified Consultant teams would have experience in grant writing and administration and have knowledge and expertise in a broad range of urban transportation-related specializations, including in transportation planning, engineering, and policies, modelling, benefit-cost analysis and government affairs. The SFMTA may award a contract to up to two Proposers that meet the Minimum Qualifications (see Section III) in this RFP and whose Proposals receive the two highest-ranking scores. Proposers must provide documentation that clearly demonstrate that each Minimum Qualification and all Local Business Enterprise (LBE) subcontracting participation requirement has been met. Any Proposal that does not meet the Minimum Qualifications and LBE subcontracting participation requirements will be deemed non-responsive. The SFMTA encourages Proposers to attend a virtual Pre-Proposal Conference via Microsoft Teams on Tuesday, October 8, 2024 at 2:00 PM PT. Proposers may register for the Pre-Proposal Conference and submit questions following the instructions included in RFP Section VI.A. The SFMTA will address Proposers' questions and will provide any new or additional information concerning the RFP or selection process at the Pre-Proposal Conference. Background
The San Francisco Municipal Transportation Agency (SFMTA) is issuing this Request for Proposals (RFP) to solicit qualified consultants for on-call grant writing and administration services.
The SFMTA manages a comprehensive transportation network and has an annual capital improvement budget of approximately $500 million, with about one-fourth funded through competitive grants. The goal of this contract is to support the preparation and administration of competitive grant applications, requiring consultants with experience in urban transportation-related specializations.
Work Details
The consultant will lead grant writing and collateral development for each assigned grant application, which includes creating project area maps, graphics, narrative responses, schedules, and budgets.
Key tasks include:
1) Identification and assessment of existing conditions and project needs;
2) Analysis of direct and indirect benefits including environmental justice, safety benefits, GHG emission reductions;
3) Documentation of public outreach efforts;
4) Responding to SFMTA's questions during the application process;
5) Monthly progress reporting to SFMTA.
Additionally, the consultant will assist in grant administration duties such as preparing staff reports for the SFMTA Board, grant agreements, allocation requests, and quarterly reports.
Period of Performance
The contract will have an original term of four years with two optional one-year extensions available at the discretion of the SFMTA.
Place of Performance
Services will be performed primarily in San Francisco, California.
