Request for Proposals (RFP) No. SFMTA-2024-12-LOC: Mobile Parking Payment System and Related Services (Multi-Vendor) **On July 23, 2024, Pre-Proposal Conference Materials were posted. The San Francisco Municipal Transportation Agency (SFMTA) is requesting proposal from qualified Contractors to provide Mobile Parking Payment System and Related Services. This is a multi-vendor Solicitation. The selected Contractors will provide mobile application software, administer software support, and facilitate submitting payment to City's merchant processor for users who wish to pay for metered parking through their mobile phone (or other comparable devices, e.g., tablet). All costs and profits related to the Mobile Parking Payment System and Related Services are to be paid by the Contractor with the Contractor's cost recovery and profit obtained solely through the Transaction Fees. See RFP Section II.B for a detailed description of the Transaction Fee structure. The SFMTA may award contracts to up to two Proposers that obtain the two highest-ranking scores. Proposals must meet the Minimum Qualifications (see RFP Section III) and score a minimum of 550 points to be eligible for award (See RFP Section V, Evaluation and Selection Criteria). Any Proposal that does not meet the Minimum Qualifications requirements will be deemed non-responsive. The SFMTA encourages Proposers to attend a virtual Pre-Proposal Conference via Microsoft Teams on July 25, 2024, at 10:00 AM PT. Proposers may register for the Pre-Proposal Conference and submit questions following the instructions included in RFP Section VI.A. The SFMTA will address Proposers' questions and will provide any new or additional information concerning the RFP or selection process at the Pre-Proposal Conference. Background
The San Francisco Municipal Transportation Agency (SFMTA) is seeking qualified Contractors to provide a Mobile Parking Payment System and Related Services. The goal is to enhance the convenience of paying for on-street parking via mobile devices, integrating with SFMTA's existing reporting, financial, and enforcement systems.
The SFMTA currently manages 26,000 metered parking spaces and aims to expand mobile payment options by contracting with up to two vendors. The current pay-by-phone utilization volume is approximately 480,000 transactions per month, generating significant revenue.
Work Details
Contractors will provide mobile application software for metered parking payments, administer software support, and facilitate payment processing through the City’s merchant processor. Key responsibilities include:
1. Developing a mobile application for users to pay for metered parking via smartphones or tablets.
2. Ensuring integration with SFMTA’s data warehouse for real-time communication of paid sessions.
3. Completing five operational System Integrations within six months post-award, including:
- Real-time revenue feed
- Meter inventory and policy API
- Special events API
- Weekly revenue reconciliation
- Visual integration with parking meters.
4. Providing customer support services and ongoing technical support.
5. Covering all operational costs through transaction fees set at $0.35 per transaction, with potential increases every odd year after the third contract year.
Period of Performance
The contract will have an original term of four years, with options for two additional one-year extensions at the SFMTA's discretion.
Place of Performance
The services will be performed in the City and County of San Francisco, covering all metered spaces managed by the SFMTA and the Port of San Francisco.
