Tenderloin Neighborhood Development Corporation (TNDC) and Self-Help for Elderly (SHE) request proposals from qualified construction firms to provide General Contracting Pre-Construction services for the design and construction of 1234 Great Highway, a mixed-use, 100% affordable senior housing project. TNDC and SHE are seeking General Contractor(s) with extensive experience providing superior Pre-Construction services to complex affordable housing developments in the San Francisco Bay Area. Detailed cost estimating, design development constructability analysis, logistics, expertise in BIM, design build strategies and a collaborative approach to construction and development, are critical qualities necessary for the success of this project. This project has a subcontracting goal of 25% Small Business Enterprise (SBE) participation for construction services. The selected General Contractor will be responsible for working with the Sponsor to meet or exceed this goal. TNDC and SHE anticipate engaging the successful respondent to provide Pre-Construction services for this project, with the intent of entering into contract for the construction of the project.
Background
The Tenderloin Neighborhood Development Corporation (TNDC) and Self-Help for Elderly (SHE) are seeking proposals from qualified construction firms to provide General Contracting Pre-Construction services for the design and construction of 1234 Great Highway, a mixed-use, 100% affordable senior housing project in San Francisco.

The goal is to engage contractors with extensive experience in affordable housing developments in the San Francisco Bay Area, emphasizing detailed cost estimating, design development, constructability analysis, logistics, and collaborative construction approaches.

Work Details
The selected General Contractor will be responsible for providing Pre-Construction services which include:

- Detailed cost estimating
- Design development
- Constructability analysis
- Logistics planning
- Expertise in Building Information Modeling (BIM)
- Design-build strategies

The contractor will also be expected to attend team meetings and provide recommendations for time and cost reduction alternatives. A Guaranteed Maximum Price (GMP) contract will be negotiated based on satisfactory delivery of Pre-Construction Services. The project includes constructing approximately 216 apartments and a two-level, 6,000 square foot Adult Day Health Care Center (ADHCC). Ground floor amenities will include an entry lobby, community room, computer lab, management offices, and parking garage with approximately 20 spaces.

Period of Performance
The contract period is anticipated to start in August 2024 for Pre-Construction Services through completion of the project. Construction is expected to begin in Q3 - Q4 of 2026.

Place of Performance
The work will be performed at the site located at 1234 Great Highway, San Francisco, CA 94122.
