Tenderloin Neighborhood Development Corporation requests proposal from firms interested in providing consultant professional services for the design and construction of 1234 Great Highway, a mixed-use affordable senior housing project with an Adult Day Health Care Center operated by Self Help for the Elderly (SHE). TNDC has conducted a separate RFP for Architectural Services and Consultants will be working with the selected Architects, Paulett Taggart Architects and Associate Architects, Figure. Proposals for the following professional services are requested at this time: Structural, Mechanical/Plumbing Engineer, Fire Protection, Electrical Engineer, Photovoltaic/Solar Design, Landscape, Civil, Lighting, Acoustical, Waterproofing, Green Building, GreenPoint Rater & T24 Energy Modeling, Emergency Responder Radio Coverage System, OSHA / OPOS Exterior Building Maintenance System Design Consultant, Telecom / Data / Low Voltage, Corrosivity Engineer, Signage. All consultant scopes are under the Architect. This project has a subcontracting goal of 25% Small Business Enterprise (SBE) participation for construction services.
Background
The Tenderloin Neighborhood Development Corporation (TNDC) is seeking proposals from firms to provide consultant professional services for the design and construction of a mixed-use affordable senior housing project located at 1234 Great Highway, San Francisco.
This project will include an Adult Day Health Care Center operated by Self Help for the Elderly (SHE). The goal is to create a senior housing community that addresses the need for affordable housing in the Outer Sunset area, featuring approximately 216 units primarily composed of 1-bedroom and studio apartments.
Work Details
Consultants are requested to provide professional services in various disciplines under the coordination of selected architects, Paulett Taggart Architects and Associate Architects, Figure.

- Mechanical/Plumbing Engineering
- Fire Protection Engineering
- Electrical Engineering
- Photovoltaic/Solar Design
- Landscape Architecture
- Civil Engineering
- Lighting Design
- Acoustical Consulting
- Waterproofing Consulting
- Green Building Consulting (including GreenPoint Rater & T24 Energy Modeling)
- Emergency Responder Radio Coverage System design
- OSHA/OPOS Exterior Building Maintenance System Design Consulting
- Telecom/Data/Low Voltage design
- Corrosivity Engineering
- Signage design.
All consultant scopes will be coordinated under the architect's oversight. The project aims to achieve sustainability standards and may explore additional certifications such as Passive House design standards.
Period of Performance
The contract period is set from October 2024 through project completion. Key milestones include:
- Concept Development & Schematic Design from May 2024 to January 2025;
- Design Development from February 2025 to June 2025;
- Construction Documents from July 2025 to January 2026; with construction anticipated to start in Q4 of 2026.
