The San Francisco Department of Public Health (SFDPH) is soliciting proposals for the operation of Crisis Stabilization Unit ( CSU ) services at 822 Geary Street, San Francisco, CA. The successful Proposer will operate a 16-bed voluntary CSU at the leased facility, 24 hours a day, 7 days per week. The CSU will serve approximately 1,500 unique unduplicated clients annually. The successful Proposer must collaborate closely with the neighborhood community and first responders (including the Street Crisis Response Team, the San Francisco Local Emergency Medical Services Agency ( LEMSA ), and the Police). Within 90 days after contract award, the successful Proposer must become Medi-Cal certified by the City to operate the CSU in strict accordance with California Code of Regulations (CCR) Title 9, 1840.338 (Crisis Stabilization Contact and Site Requirements) and 1840.348 (Crisis Stabilization Staffing Requirements). Whether a Proposer has such qualifications will be determined through the evaluation process described in Section IV of the RFP. Background

The CSU will provide voluntary services to individuals experiencing behavioral health crises and aims to stabilize clients while reducing the risk of harm. The facility is expected to serve approximately 1,500 unique clients annually and will require collaboration with local community resources and first responders.

Work Details
The successful Proposer will operate a 16-bed voluntary CSU, providing services 24/7. Key responsibilities include:
1. **Lease Agreement**: Awarded a sole source market rate lease for an initial term of 10 years at $1.00 per month, with responsibilities for janitorial, security, and access services.
2. **Medi-Cal Certification**: Must become Medi-Cal certified within 90 days post-award.
3. **Core Services**: Provide mental health crisis stabilization, including assessments, counseling, medication support, and case management.
4. **Staffing Requirements**: Maintain a minimum staffing ratio of one licensed mental health professional per four clients and ensure medical backup services are available.
5. **Compliance**: Adhere to California Code of Regulations Title 9 regarding crisis stabilization requirements and participate in the City’s performance improvement processes.

Period of Performance
Contract certification is expected between January and March 2025, with operations commencing in April 2025.
