Description

The Department is seeking qualified Proposers to provide services for the Recovery Engagement to Start Treatment for Overdose Response Equity ( RESTORE ) Program. RESTORE is part of the DPH's Whole Person Integrated Care ( WPIC ) section. The Program offers short-term shelter for People Experiencing Homelessness ( PEH ) with Substance Use Disorder (SUD) so they can stabilize on Medications for Opioid Use Disorder ( MOUD ). The program aims to connect PEH with SUD to necessary services such as transportation, ongoing substance use disorder treatment, shelter/housing, and inpatient treatment for substance use disorders. The program's goal is to reduce fatal drug overdoses in San Francisco. The successful Proposer must provide: ADA-compliant transportation services, using personal vehicles, taxi vouchers, or access to ride-share services to transport People Experiencing Homelessness ( PEH ) with Substance Use Disorder ( SUD ) clients between priority neighborhoods, RESTORE sites, and Medications for Opioid Use Disorder ( MOUD ) site(s) to receive services such as shelter/house and substance abuse disorder treatments; Night Navigation, Deploying night navigators in high priority neighborhoods, who will navigate clients to substance use treatment. Navigation includes assisting clients in accessing telehealth medications for opioid use disorder (MOUD) treatment. Daytime Case Management, working with clients enrolled in the RESTORE program to coordinate access to care. DPH issues this Request for Proposals (this RFP) in search of a Proposer that has the necessary qualifications to complete the work set forth in this RFP. Whether a Proposer has such qualifications will be determined through the evaluation process described in Section IV of this RFP.
Background
The Department of Public Health (DPH) in San Francisco is issuing a Request for Proposals (RFP) for the Recovery Engagement to Start Treatment for Overdose Response Equity (RESTORE) Program. This initiative is part of DPH's Whole Person Integrated Care (WPIC) section, aimed at providing short-term shelter and necessary services to People Experiencing Homelessness (PEH) with Substance Use Disorder (SUD).

The program's goal is to reduce fatal drug overdoses in San Francisco by connecting PEH with essential services such as transportation, ongoing treatment, and housing.

Work Details
The successful Proposer must provide the following services:

1. **ADA-compliant transportation services** using personal vehicles, taxi vouchers, or ride-share services to transport PEH with SUD between priority neighborhoods, RESTORE sites, and Medications for Opioid Use Disorder (MOUD) sites.

2. **Night Navigation**: Deploy night navigators in high-priority neighborhoods from 6 PM to 7 AM daily. Night navigators will assist clients in accessing substance use treatment and telehealth medications for MOUD. They are required to engage with clients through outreach activities such as providing snacks and hygiene supplies.

3. **Daytime Case Management**: Provide case management services from 8 AM to 5 PM on weekdays, including developing treatment-care plans, assisting with service access, crisis intervention, and discharge planning. Staff must be trained in areas such as motivational interviewing and harm reduction.

Period of Performance
The estimated start date for the contract is July 2025, with a potential term of up to 9 years including options.

Place of Performance
Services will be performed in various neighborhoods across San Francisco, specifically targeting areas with high rates of overdose deaths such as Tenderloin, South of Market (SOMA), Polk/Russian Hill, and Inner Mission.
