EXT DEM| BATEP Community Preparedness & Resilience

Background
The City and County of San Francisco, through the Department of Emergency Management (DEM) Urban Areas Security Initiative (UASI), is issuing this Request for Proposals (RFP) to seek qualified suppliers for Community Preparedness and Resilience Training Services.

The goal is to enhance regional preparedness in major metropolitan areas in support of the National Preparedness Guidelines. The Bay Area UASI Region includes multiple counties and cities, aiming to improve public safety and preparedness capabilities through innovative training and realistic exercises.

Work Details
The selected contractor will administer community preparedness and resilience trainings via the Bay Area Training and Exercise Program (BATEP). Proposers must have necessary licenses, permits, and/or professional certifications to provide training events within relevant disciplines.

Training courses may include:
1) Active Attacker Response for Community Members
2) Adult and Pediatric First Aid / CPR / AED
3) Community Emergency Response Team (CERT) Basic
4) CERT Firefighter Rehab
5) CERT Teen
6) CERT Traffic and Crowd Management
7) CERT Train the Trainer
8) Community Preparedness Seminar Series
9) Mass Care and Emergency Assistance for Community
10) Naloxone Awareness
11) Personal Preparedness
12) Psychological First Aid (PFA)
13) Stop The Bleed (STB)
14) Stop The Bleed Instructor
15) Student Tools for Emergency Planning (STEP). Proposers do not need to deliver all courses but must indicate which they can instruct.

Period of Performance
The contract will have an original term of two years with an option for the City to extend it for an additional four years, totaling up to six years.

Place of Performance
The services will be performed throughout the Bay Area UASI Region which includes Alameda, Santa Clara, Santa Cruz, San Mateo, San Francisco, Marin, Sonoma, Napa, Solano, Contra Costa, San Benito, Monterey counties; as well as the core cities of San Francisco, Oakland, and San Jose.
