Emergency and On-Call Ventura Keys and Harbor Towing Services

Background
The City of San Buenaventura is seeking bids for Emergency and On-Call Ventura Keys and Harbor Towing Services. This contract aims to provide safe and quality towing services in the Ventura Keys and Ventura Harbor waterways, addressing emergency situations involving floating debris, damaged vessels, and other hazards. The goal is to ensure public safety and environmental protection in these waterways.

Work Details
The contractor will be responsible for:

A. Furnishing all labor, materials, hardware, and necessary equipment for towing services in the Ventura Keys and Harbor.

B. Responding to emergency requests for floating debris or hazard removal from the waterways, including securing damaged vessels or docks.

C. Towing and impounding vessels and large marine debris as directed by the Ventura Police Department or Public Works Department for violations of California Harbor Code or environmental hazards.

D. Possessing equipment to contain spills of fuel or oil in the waterways.

E. Performing work on a 'time and materials' basis with a firm price cap for each call for service or negotiated 'Fix Price' task orders on a case-by-case basis.

F. Ensuring all work is performed at the direction of the City’s representative, with overtime authorized only in writing beforehand.

Period of Performance
The contract will commence upon award and will continue until January 23, 2025, with specific tasks performed as needed during this period.

Place of Performance
Services will be performed in the Ventura Keys and Ventura Harbor waterways.
