EDD RFP 3362 for Integrated Claims Management System (ICMS)

Background
The Employment Development Department (EDD) of California is seeking proposals for an Integrated Claims Management System (ICMS) to enhance its services in administering programs such as Unemployment Insurance (UI), Disability Insurance (DI), and Paid Family Leave (PFL).

The EDD plays a critical role in the state's economic growth by connecting employers with job seekers and managing multi-billion-dollar benefit programs. This solicitation aims to transition from outdated legacy systems to a modern, cloud-based solution that improves efficiency and accessibility.

Work Details
The selected contractor will develop an Integrated Claims Management System (ICMS) that will unify and enhance claims management processes. Key features include:
- Comprehensive claims processing from intake to completion.
- Robust exception and overpayment management capabilities.
- Integration with existing document and data management systems.
- Advanced analytics for business intelligence and fraud detection.
- Support for multiple communication methods, including AI-driven chat functions.
- An intuitive employee portal accessible across various devices, integrated with EDD’s Single Sign-On system.

The project will be executed in accordance with the Statement of Work detailed in EXHIBIT A and the ICMS Detailed Solution Requirements outlined in EXHIBIT C.

Period of Performance
The contract will have a base term of five years, consisting of four years for design, development, and implementation, followed by one year of maintenance and operations. The State may extend the contract for up to two additional one-year periods at its discretion.

Place of Performance
The contract work will primarily take place within the State of California, specifically at EDD locations across the state.
