Economist or Economic Consulting Firm RFP

Background
The Governor’s Office of Business and Economic Development (GO-Biz) is seeking an economic consultant or consulting firm to provide expert economic analysis, data modeling, and policy evaluations. This initiative aims to support GO-Biz in making data-driven decisions that enhance California's economic competitiveness. GO-Biz serves as the State of California’s leader for job growth, economic development, and business assistance efforts.

Work Details
The consulting firm will be responsible for:
- Conducting workforce and economic impact studies;
- Assessing industry shifts;
- Identifying challenges and opportunities;
- Interpreting data for strategic policy guidance;
- Developing interactive data visualization tools;
- Providing strategic insights on key economic indicators;
- Supporting GO-Biz leadership through briefings, reports, and presentations.

Specific tasks include:
- Conducting in-depth labor market analyses;
- Evaluating fiscal effects of policies;
- Performing sector-specific analyses including wage distribution breakdowns and foreign direct investment trends;
- Developing dashboards to track trends and program outcomes;
- Conducting fiscal impact assessments of proposed policies;
- Creating concise executive summaries and presentation materials.

Period of Performance
The contract will run from May 15, 2025, through December 2026, with a potential extension to June 2028 based on funding availability and performance.

Place of Performance
The contract will be performed primarily in Sacramento, California.
