DIR RFP 14045 for Electronic Adjudication Management System (EAMS)

Background
The Department of Industrial Relations (DIR) is seeking proposals for a modernized Electronic Adjudication Management System (EAMS) to enhance the administration of workers' compensation claims in California.

The current EAMS, which has been in operation since 2008, consists of outdated systems that require significant customization and maintenance. The modernization aims to streamline processes, improve efficiency, and integrate various functionalities that currently operate as standalone systems.

Work Details
The project involves replacing the existing EAMS with a comprehensive solution that integrates court case management, claims benefit administration, and Qualified Medical Examiner (QME) functionalities into a single system.

The new system must support over 8 million cases and facilitate document intake, scheduling hearings, and managing adjudication processes. It should also provide access for internal users (1,300) and external users (5,000), including employers, attorneys, and injured workers. Specific requirements include functional and non-functional specifications outlined in the Statement of Work (SOW) and detailed in the solicitation documents.

Period of Performance
The base term of the contract is four years from the effective date upon approval by the California Department of Technology (CDT), with an option for three one-year extensions for a maximum total duration of seven years.

Place of Performance
The services will be performed primarily at DIR's offices located at 1515 Clay Street, Suite 403, Oakland, CA 94612.
