Digital Communication Software as a Service (SaaS)

Background
The State of California, through the Department of General Services (DGS), is issuing this Invitation for Bid (IFB) for a Digital Communications Software as a Service (SaaS) platform. This initiative aims to support the California Department of Public Health (CDPH) and the Women, Infants, and Children (WIC) program by enabling effective communication through SMS-based services including text, voice, and email. The goal is to enhance service delivery to WIC local agencies and their affiliated sites.

Work Details
The contractor is required to provide a comprehensive SaaS platform that integrates Short Message Service (SMS)-based communication capabilities. This includes one-and-two-way text messaging, voice communication, and email functionalities tailored for CDPH/WIC operations. The solution must meet the specifications outlined in Attachment 1 (Statement of Work) and Attachment 2 (Cost Worksheet). The mandatory Disabled Veterans Business Enterprise (DVBE) Participation Requirement has been exempted for this IFB.

Period of Performance
The contract will commence upon award and is expected to be executed over a specified period as detailed in the final agreement. Key action dates include the bid due date on April 15, 2025.

Place of Performance
The services will be performed primarily in California, specifically supporting the operations of CDPH/WIC across various local agencies and affiliated sites within the state.

Bidder Requirements
Bidders must comply with several requirements including: being in good standing with all necessary licenses and permits to operate in California; submitting a completed Agreement Cover Letter; providing a Cost Worksheet; demonstrating qualifications and experience; completing a Bidder Minimum Qualifications Worksheet; and adhering to all applicable statutes and regulations. Bidders must also submit forms related to California Civil Rights Laws Certification, Payee Data Record, Iran Contracting Act Certification, and any applicable DVBE declarations.
