CTCAC01-24 - Energy Consulting Services

Background
The California Tax Credit Allocation Committee (CTCAC) is responsible for administering both the federal and state low-income housing tax credit programs, which encourage the production of affordable rental housing. The CTCAC is seeking proposals from energy consulting firms to provide guidance on energy efficiency and generation policies related to multifamily housing. This initiative aims to support CTCAC staff and enhance the technical assistance provided to California Utility Allowance Calculator (CUAC) reviewers.

Work Details
The selected firm will provide energy efficiency and generation policy guidance, including:
- Briefing CTCAC staff on changes to California building and energy codes impacting affordable multifamily housing.
- Monitoring and advising on utility tariff changes affecting utility allowance estimates.
- Providing technical assistance related to the CUAC tool, sustainable building methods, energy efficiency, and energy generation in affordable multifamily housing.
- Responding to technical questions from energy analysts and program users regarding CTCAC’s regulations.
- Updating FAQs for energy analysts/program users and assisting with policy guidance in energy efficiency areas.
- Reviewing current guidance on the CTCAC website for necessary updates based on California Energy Commission guidelines and state regulations.

Period of Performance
The contract will commence on January 1, 2025, or upon approval by the Department of General Services, whichever is later. It will continue through December 31, 2027. There is an option to extend the contract for one additional year with a dollar amount not to exceed $50,000.

Place of Performance
The services will be performed at the contractor's offices during regular work hours of 8:00 a.m. to 5:00 p.m., Monday through Friday.
