CTCAC01-23 - Energy Consulting Services

Background
The California Tax Credit Allocation Committee (CTCAC) is soliciting proposals from energy consulting firms to perform reviews of California Utility Allowance Calculator (CUAC) submissions at placed-in-service stage and provide technical assistance to CUAC reviewers and committee staff, not including CTCAC applicants. The contract will be for a three (3) year term for a dollar value not to exceed $375,000 with an option to extend the contract for one additional year for a dollar amount not to exceed $125,000.

Work Details
The contractor will perform reviews of CUAC submissions to CTCAC. This review will consist of verifying that CUAC submissions accurately represent the energy consumption model for purposes of calculating the utility estimates at tax credit projects in California. Energy analysts using the CUAC shall investigate and confirm the relevant energy efficiency measures used. Under current CTCAC Regulations Section 10322(h)(21), new construction projects, rehabilitation projects applying for new tax credits and those existing projects are eligible to utilize the CUAC. Energy analysts shall verify current methods as presented by the California Energy Commission and CTCAC and confirm that appliances comply with the applicable California Appliance Efficiency Regulations, Title 20.
In addition, contractor to provide energy efficiency, generation and sustainable building policy guidance and technical assistance to CUAC reviewers and CTCAC staff (and any utility allowance calculator that supersedes or replaces the CUAC) related to affordable multifamily housing.

Period of Performance
The term of this agreement will be from May 1, 2024 through April 30, 2027 for a dollar value not to exceed $375,000 with an option to extend the contract for one additional year for a dollar amount not to exceed $125,000.

Place of Performance
The services shall be performed at the offices of the contractor.
