CM RFP - Rock Springs Road Bridge

Background
The San Bernardino County Department of Public Works is seeking proposals for professional services in construction project management for the Rock Springs Road Bridge over the Mojave River. This project is federally funded and requires compliance with Caltrans and FHWA processes for final design, right-of-way, and construction. The goal is to replace the existing low-water crossing with a new bridge to address flooding issues during high-intensity storms.

Work Details
The selected contractor will provide comprehensive construction project management services, including:

1. Pre-Advertise/Pre-Award Activities: Quality assurance/quality control, contract document review, bid evaluation, and preparation of project schedules.

2. Construction Management: Serving as Resident Engineer and Inspector overseeing all construction activities, ensuring compliance with contract specifications.

3. Resident Engineer Duties: Conducting inspections, tracking pay quantities, processing change orders, and maintaining project documentation.

4. Public Communication: Acting as a liaison between the Department and the public regarding construction activities.

5. Environmental Services: Conducting pre-construction surveys for desert tortoises and nesting birds, providing on-site education programs for workers, and preparing restoration plans if necessary.

Period of Performance
The contract period will last up to five years, beginning in 2025 and ending in 2030. The project is expected to last approximately 425 working days.

Place of Performance
The work will be performed in the Hesperia area of San Bernardino County, California.

Bidder Requirements
Proposers must be registered with the Department of Industrial Relations as required by Senate Bill 854. Additionally, there is a Disadvantaged Business Enterprise (DBE) goal of 22% that must be met or good faith efforts documented if not met.
