City Of Berkeley Billboard Relocation Agreement

Background
The City of Berkeley is seeking proposals from qualified firms or individuals for a billboard relocation agreement. This initiative is driven by the presence of numerous legally nonconforming billboards within the city, which state law prohibits from being eliminated. The goal is to facilitate planned development while ensuring that public funds, private investments, and public communication are not adversely affected.

The City Council has authorized actions that align with its Sign Ordinance, allowing new off-premises signs in designated zoning districts along Eastshore Highway.

Work Details
The selected firm will be responsible for:
1) Entering agreements with owners of existing legally nonconforming billboards to remove them;
2) Dismantling and permanently removing these billboards in exchange for installing new billboard(s) along Eastshore Highway;
3) Reaching agreements with landowners for the installation and operation of new billboard(s);
4) Procuring necessary permits for the demolition and installation processes;
5) Complying with revenue sharing terms established in an agreement with the City.

The firm must provide a detailed sign removal plan, a relocation credit/sign installation plan, operational details for the new signs, and a regulatory analysis to ensure compliance with applicable laws.

Period of Performance
The contract performance period will commence upon selection and is expected to conclude following the completion of all tasks related to billboard removal and installation as outlined in the proposal. Proposals are due by June 3, 2025, and the selection process will be completed by July 21, 2025.

Place of Performance
The work will be performed within the City of Berkeley, specifically along Eastshore Highway where new billboards are proposed to be installed.
