BU 10 Audit

Background
The State of California, Department of Human Resources (CalHR) is seeking proposals from qualified vendors to conduct an audit of classifications within Bargaining Unit 10. This initiative aims to ensure that the tasks performed by employees align with the classification specifications outlined in the state’s classification plan. CalHR was established to manage issues related to employee salaries, benefits, job classifications, and civil rights, among others. The audit will help identify discrepancies and ensure proper classification of positions.

Work Details
The contractor will conduct an audit of the work performed by Bargaining Unit 10 classifications, which includes:

- Conducting a volunteer survey of up to three state departments outside those participating in the main classification review;
- Performing a class study to identify duties and responsibilities;
- Conducting desk audits, interviews, and job shadowing;
- Reviewing official duty statements against classification specifications;
- Utilizing allocation factors such as nature of work, job requirements, complexity of work, and decision-making authority to assess alignment with classification specifications.

Period of Performance
The anticipated term of this contract is two years, beginning May 1, 2025.

Place of Performance
The contract will be performed within California.

Bidder Requirements
Bidders must have one or more offices in California at the time of submission and maintain at least one office during the contract term. They must also submit three references for similar services performed within the last three years. Additionally, bidders must maintain confidentiality regarding classification data.
