Background
The California State Controller's Office (SCO) is responsible for managing the state's unclaimed property program. As part of its mission, SCO is required by California Code of Civil Procedure section 1531 to publish an annual notice to owners of unclaimed property. This contract aims to fulfill that requirement through online and printed advertisement services, raising awareness about the existence of unclaimed property and encouraging property owners to search for it.

Work Details
The contractor will provide comprehensive online and printed advertisement services, specifically advertising the SCO's annual publication titled 'Notice to Owners of Unclaimed Property.' The services include but are not limited to:
- Publishing advertisements in newspapers and on internet websites as mandated by law.
- Implementing an annual advertising campaign designed to inform property owners about potential unclaimed property.
- Increasing public awareness regarding California’s Unclaimed Property Program.

Period of Performance
The contract will be executed over a period of three years, with options for amendments to add funds or modify service frequency as deemed necessary by SCO. The agreement may be terminated by SCO with a 30-day written notice.

Place of Performance
Services will be performed primarily in California, as the advertisements must reach California residents regarding state-managed unclaimed properties.

Bidder Requirements
Bidders must meet several qualifications including:
- Must have been in business for at least three years within the last five years providing similar services.
- Must provide three references from previous clients who can attest to the bidder's experience in similar work.
- Must possess a valid California city or county business license or equivalent documentation if based outside California.
- Bidders are encouraged to participate in programs supporting Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) certifications.
