AB 109 Direct Services: Education & Career Technical Training Support Program *Updated 03/21/2025*

Background
The County of Alameda is issuing Request for Proposal No. 902486 for the AB 109 Direct Services: Education & Career Technical Training Support Program. This initiative aims to support adult individuals who are Realignment-eligible, particularly those impacted by the criminal justice system, by enhancing their access to education and career technical training opportunities.

The program is part of a broader effort to reduce recidivism rates and promote successful reintegration into society. The Alameda County Probation Department oversees this program, which is funded through AB 109, aimed at providing resources and support for reentry services.

Work Details
The contractor will provide comprehensive services under the Education and Career Technical Training Support (ECTTS) Program, including:

1) **Intake, Planning, Client Engagement and Support** - Conducting client intake to assess needs and goals; developing individualized Provider Service Plans (PSPs); providing ongoing mentorship and guidance; assisting with educational applications; and facilitating connections to other service providers.

2) **Tuition Assistance** - Offering financial support for educational costs such as tuition, application fees, and other related expenses. A Tuition Assistance Rubric will be developed to determine eligibility criteria.

3) **Monthly Stipends** - Providing a monthly stipend of at least $250 to clients actively enrolled in programs.

4) **Barrier Removal** - Assisting clients in overcoming obstacles related to education or training, including financial assistance for books, supplies, or transportation.

5) **Network of Community-based Educators and CTE Providers** - Establishing partnerships with educational institutions and employers to facilitate internships or apprenticeships for clients.

Period of Performance
The initial contract term is two years starting from August 15, 2025, with an option for renewal up to three additional years, totaling a maximum of five years.

Place of Performance
Services will be provided throughout Alameda County, ensuring accessibility for all Realignment-eligible clients regardless of their location.
