902575 RFQ Law Enforcement Motorcycles

Background
The County of Alameda is seeking to purchase law enforcement motorcycles to support the operations of the Alameda County Sheriff’s Office (ACSO). The intent of this Request for Quotation (RFQ) is to establish a contract for the purchase and delivery of these motorcycles, which are essential for on-road law enforcement activities. The County currently operates approximately 40 Harley-Davidson motorcycles and aims to replace or supplement its existing fleet with new, unused Model Year 2025 motorcycles or newer. The contract will be awarded to up to two bidders who meet the County's requirements and are selected based on their responsiveness and responsibility.

Work Details
The contractor will provide law enforcement motorcycles that meet specific performance and safety standards as outlined in the RFQ. Key specifications include:

- Engine Type: Air-cooled or liquid-cooled V-Twin engine with a displacement of approximately 1,700 cc – 1,900 cc, electronic fuel injection (EFI), horsepower between 80-100 HP, and torque between 100-120 lb-ft.
- Transmission: 6-speed manual with belt or chain drive.
- Chassis: High-strength steel tubular frame with telescopic forks for front suspension and adjustable shocks for rear suspension.
- Brakes: Dual front disc brakes and single rear disc brake with ABS.
- Tires: High-traction touring tires.
- Electrical: LED headlights, high-output alternator, integrated siren and PA system.
- Ergonomics: Police-specific seating, adjustable windshield, ergonomic handlebars.
- Technology: GPS-enabled dashboard, Bluetooth connectivity.
- Storage: Lockable saddlebags and optional rear cargo box from Motorola (Item No. W15A).

Each motorcycle must include standard accessories such as an owner's manual, manufacturer's warranty, and pre-delivery inspection report. The contractor will also be responsible for providing necessary documentation for licensing each motorcycle to the County.

Period of Performance
The contract will have a term of three years with an option to renew for an additional two years. The anticipated start date for the contract is August 1, 2025.
