Background
The County of Alameda is seeking proposals for a Physical Security Risk Assessment for its owned and leased buildings. The goal of this contract is to enhance the security measures in place across approximately 153 County buildings, which serve various departments providing essential services to the community.

The County aims to award a three-year contract, with an option to renew for two additional years, to a responsible bidder whose proposal meets the specified requirements.

Work Details
The contractor will conduct a comprehensive security risk assessment of County-owned and leased buildings. Key tasks include:
1. Conducting Facility Security Level (FSL) assessments on selected buildings to determine associated risks and vulnerabilities.
2. Inspecting and evaluating physical security features to identify critical risks.
3. Reviewing current security systems and policies, providing recommendations for physical changes, equipment upgrades, and policy modifications.
4. Producing a detailed Physical Security Risk Assessment Report that includes multiple solutions for identified risks, cost estimates for implementation, prioritized plans for improvements, and identification of funding opportunities.
5. Preparing schematic designs for recommended physical improvements.
6. Conducting at least ten in-person presentations to management and stakeholders regarding findings and recommendations.

Period of Performance
The contract will commence on February 1, 2025, and will last for three years, with an option to extend for two additional years.

Place of Performance
The services will be performed at various locations throughout Alameda County, specifically at the County's owned and leased buildings.
