Description

The purpose of this Request for Information (RFI) is to solicit information, suggestions, and best practices on the technical resources needed to transform and maintain a static website to a dynamic website as well as design, develop, deploy, and maintain a mobile application and their corresponding integrated data systems for the Statewide Extreme Heat Ranking System (SEHRS) project initiated by the OEHHA in the State of California. The ranking system will be designed to notify Californians that a heat event is occurring and identify resources to protect themselves. This ranking system will be a first-of-its-kind in the nation and is poised to further California's leadership in mitigating and adapting to climate change. Both the SEHRS website application and mobile application are jointly known as CalHeatScore. Both applications must support business resiliency as it is integral to the business operation of the department and requires little or no downtime to remain in compliance with state and local regulations and guidelines. Background
The Office of Environmental Health Hazard Assessment (OEHHA), part of the California Department of Environmental Protection Agency (CalEPA), is initiating the Statewide Extreme Heat Ranking System (SEHRS) project.
This project aims to develop a dynamic website and mobile application, collectively referred to as CalHeatScore, to notify Californians about extreme heat events and provide resources for protection.
The SEHRS will be the first of its kind in the nation, enhancing California's leadership in climate change adaptation and mitigation.
The project is mandated by Assembly Bill 2238, which requires CalEPA to establish a statewide extreme heat ranking system.

Work Details
The contract involves transforming a static website into a dynamic platform and developing a cross-platform mobile application.
Key tasks include:
1. Designing and implementing user authentication and role-based access rights.
2. Ingesting data from authenticated users through secure web interfaces.
3. Developing storage solutions for anticipated data growth.
4. Ensuring network capacity for data submission rates.
5. Establishing computational capacity for data processing operations.
6. Creating data management infrastructure for compiling raw data into meaningful outputs.
7. Implementing quality assurance measures for real-time data validation.
8. Developing interactive web tools for output products in various formats (tabular, graphical, map-based).
9. Designing user interfaces that support real-time reporting and management of data submissions.
10. Ensuring compliance with state and federal electronic reporting requirements.
11. Integrating APIs for information exchange with other systems.
12. Providing geospatial functionality services including geocoding and spatial operations.
13. Maintaining unstructured data storage and metadata management.
14. Supporting multiple languages on public-facing web pages.

Period of Performance
The RFI was released on November 7, 2024, with responses due by December 11, 2024.
The overall project timeline includes evaluation of responses within two weeks post-deadline, followed by an anticipated four-week evaluation period.

Place of Performance
The project will be executed within the State of California, focusing on statewide implementation.
