Background
The Department of State Hospitals - Atascadero is seeking bids for American Sign Language Interpreter Services to assist deaf and/or hearing impaired patients, staff, contracted staff, and employment candidates. This initiative aims to ensure compliance with Licensing, Title 22, Joint Commission standards, and the Recovery Model/Enhancement Plan.

Work Details
The contractor shall provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, insurance, personnel, and any other items required to perform American Sign Language (ASL) Interpreter Services on an as-needed basis. Each interpreter must be certified in either Category I (non-legal) or Category II (legal) qualifications. The specific certifications required include:

Category I Qualifications (Non-Legal):
1. National Interpreter Certification (NIC)
2. NIC Advanced
3. NIC Master
4. National Association of the Deaf (NAD) Level 3
5. NAD Level 4
6. NAD Level 5
7. Registry of Interpreters for the Deaf (RID) – Comprehensive Skills Certificate (CSC)
8. RID – Certificate of Interpretation (CI) and Certificate of Transliteration (CT)
9. RID – Certified Deaf Interpreter (CDI)

Category II Qualifications (Legal):
1. RID – Specialist Certificate (SC): Legal (L) and NIC
2. SC: L and NIC Advanced
3. SC: L and NIC Master
4. SC: L and NAD Level 3
5. SC: L and NAD Level 4
6. SC: L and NAD Level 5
7. SC: L and CSC
8. SC: L, CI and CT
9. SC: L and CDI.

Period of Performance
The anticipated term of the agreement is from February 1, 2025, through January 31, 2028.

Place of Performance
The services will be performed at the Department of State Hospitals - Atascadero.
