Background
The City of Phoenix is seeking up to 12 qualified consultants to provide Environmental Site Assessment On-Call Consulting Services citywide on an as-needed basis from July 1, 2025 through June 30, 2028. The selected firms will assist the City in fulfilling its mission to manage and protect the environment by conducting various environmental assessments and related services.

Work Details
The selected firms will be responsible for performing Phase I, Phase II, and Phase III Environmental Site Assessments (ESAs), brownfields related work, environmental program support services, biological surveys, and other environmental studies and investigations for the City of Phoenix. Specific tasks include:

- Conducting Phase I ESAs compliant with AAI; 40CFR 312, ASTM E1527-21.
- Performing Phase II ESAs involving subsurface investigations and site characterizations.
- Executing Phase III ESAs that are project-specific and detailed.
- Conducting biological surveys and other environmental studies.
- Providing support for UST removals, groundwater monitoring, emission testing, regulatory reporting, waste compliance, stormwater compliance, and technical training for regulatory compliance.

The contract may also be utilized by other City Departments including the Office of Environmental Programs and the Aviation Department.

Period of Performance
The contract will be performed from July 1, 2025 through June 30, 2028.

Place of Performance
The services will be performed citywide in Phoenix, Arizona.
