ADEQ Operator Certification Program Training Services

Background
The City of Phoenix Water Services Department (WSD) is seeking a qualified Contractor to provide ADEQ Operator Certification Program Training Services. This initiative is aimed at preparing WSD employees for the Arizona Department of Environmental Quality (ADEQ) Operator Certification Program examinations.
The contract will span three years with two optional years, starting around June 30, 2025.

Work Details
The Contractor will provide both on-site and online training services that meet the following requirements:
1. ADEQ compliant certification training for water production, wastewater, water distribution, and wastewater collection for grade levels 1 through 4.
2. Access to course contents, outlines, lesson plans, and learning resources.
3. Examination prep courses designed to meet the knowledge range tested on the ABC/WPI exams.
4. Minimum course contact hours:
- Grade level 1: 16 hours
- Grade level 2: 16 hours
- Combined levels 1 and 2: 24 hours
- Grade level 3: 24 hours
- Combined levels 3 and 4: 32 hours
- Refresher courses: 8 hours
5. Each course must include pre-tests and post-tests, interactive testing methods, and various presentation methods.
6. Instructors must possess a grade 4 certification related to the discipline taught and have at least five years of operator experience.
7. Online training must allow access from any internet connection with secure logins and provide a minimum of 120 days of access to training materials.

Period of Performance
The contract will commence on or about June 30, 2025, with a duration of three years plus two optional years.

Place of Performance
Training services will be conducted at various locations as determined by the City of Phoenix Water Services Department.
