DBA Armed Security Services

Background
The State of Arkansas, through the Division of Building Authority (DBA), is issuing this Invitation for Bid (IFB) to secure armed security services for the former Army-Navy hospital property located at 105 Reserve Street, Hot Springs, Arkansas. This site previously housed the Arkansas Career Training Institute until 2019 and is currently in the process of being returned to the United States government.

The goal of this contract is to ensure safety and security during the reversion period, which includes approximately 20.89 acres and around 60 buildings.

Work Details
The contractor will provide certified and trained armed guards as needed by DBA. Responsibilities include:
1. Providing incident reporting within one hour of occurrence.
2. Maintaining a roster of guards with names and birthdates, confirming background checks.
3. Supervising guards during breaks and ensuring coverage.
4. Conducting patrols around the premises to ensure security.
5. Collecting all agency materials from guards who leave their positions.
6. Guards must carry firearms while on duty and be certified by the Arkansas State Police.
7. Supervisors must oversee guard operations and maintain communication with DBA staff.

Period of Performance
The initial term of the contract will be for one year, starting on July 1, 2025, with potential renewals for up to four additional one-year terms, totaling a maximum of seven consecutive years.

Place of Performance
The services will be performed at the former Army-Navy hospital property located at 105 Reserve Street, Hot Springs, Arkansas.

Bidder Requirements
The contractor must hold a license as an armed security guard company authorized by the State of Arkansas's Board of Private Investigators and Security Agencies. Additionally, they must have at least five years of experience in providing armed security personnel through a national or state-licensed security company.
