The Department of Environmental Conservation (DEC), Division of Water's Capacity Development Program is soliciting proposals for a graphic designer with printing capabilities to create and produce high-quality, public-facing products to educate, increase access to resources, and advertise opportunities.

The length of the contract: From the date of award, estimated for the week of May 19, 2025, for approximately one (1) year until completion on June 30, 2026, with two (2) one-year renewal options to be executed at the State's discretion.

Background
The Department of Environmental Conservation (DEC), Division of Water’s Capacity Development Program is seeking proposals for a graphic designer with printing capabilities. The mission of DEC is to support, promote, and improve the sustainability of Alaska’s public drinking water and wastewater systems. This contract aims to create high-quality, public-facing products that educate the public, increase access to resources, and advertise opportunities related to water management.
Work Details
The contractor will be responsible for developing and producing outreach materials based on information provided by the Division. Specific deliverables include:
- Print advertisements, information booklets or pamphlets on DEC programs, information sheets, posters, banners, table coverings, and other outreach materials.
- Materials must comply with state printing policies and be visually appealing and easy to understand.
- The contractor will also develop educational outreach materials tailored for water system administrators and operators.
- Initiatives include creating promotional materials for career fairs in the water industry, educational flyers and brochures for state programs, informational tools for operators that withstand harsh environments, and a water operator-themed educational activity book for children.
Period of Performance
The contract will commence upon award estimated for the week of May 19, 2025, lasting approximately one year until June 30, 2026. There are two optional one-year renewals at the State's discretion.
Place of Performance
The work will be performed at the offeror’s primary place of business; no workspace will be provided by the state.
Bidder Requirements
Offerors must have at least two years of experience as a graphic artist and provide three examples of relevant work. They must comply with various federal laws including the Civil Rights Act and Americans with Disabilities Act. Additionally, all services must be performed within the United States unless a waiver is requested.
