Background
The Department of Military and Veteran Affairs, Division of Homeland Security and Emergency Management, is soliciting proposals for a study to clarify the current state of building code adoption and enforcement in Alaska.
This initiative follows the significant geotechnical damage caused by the 2018 Anchorage Earthquake, which highlighted deficiencies in building code practices. The Alaska Seismic Hazards Safety Commission aims to analyze successful approaches from other seismically active states and provide recommendations for improving seismic safety in Alaska.
Work Details
The contractor will conduct a comprehensive study focusing on:
1) Assessing the current state of building code adoption and enforcement in Alaska;
2) Comparing Alaska's practices with those of other seismically active states like Washington and Idaho;
3) Developing specific recommendations for improving building code adoption and enforcement, including proposed changes to state statutes;
4) Addressing barriers to code adoption.
Deliverables include a detailed report on deficiencies, a comparative analysis, specific recommendations, a general discussion on non-structural requirements, and presentation at a commission meeting.
Period of Performance
The contract will commence approximately on April 28, 2025, and will last for about 8 months until completion around February 28, 2026.
Key milestones include submission of the first draft by October 15, 2025, with final report submission due by December 15, 2025.
Place of Performance
The work will be performed at the contractor’s place of business. The contractor must provide its own workspace.
