USTRANSCOM Seeks Proposals for $210M EADE Contract

The United States Transportation Command has released a solicitation seeking proposals for the Enterprise Architecture, Data, and Engineering (EADE) IDIQ. This vehicle is expected to be worth up to $210 million, with task orders issued on a firm fixed price and labor hour basis. The solicitation is set aside for small businesses under the NAICS code 541512. The current iteration of the vehicle held by UNCOMN, is the largest computer systems design program at TRANSCOM and the largest small business contract at the agency. The work to be completed under EADE encompasses architecture, data management, and engineering services from both operational and system perspectives. These services will support domains such as Command and Control (C2), planning, transportation, logistics, and business support systems. The contractor will be guided by strategic vision documentation to provide comprehensive support in these areas.
In addition to the core services, the contract requires support for prototyping, information support plan development, software development, and system administration. These efforts aim to ensure that Enterprise Architecture (EA) data resides within an integrated architecture tool suite. The integration process will involve standardized templates and guidelines, training, and a thorough architecture review process.
The contract will also support engineering and analytical services essential for implementing solutions for USTRANSCOM and its Transportation Component Commands (TCCs). Task orders will specify the scope of work required for USTRANSCOM, the Air Mobility Command (AMC), Headquarters Air Force Material Command's (HQ AFMC) Air Force Life Cycle Management Center (AFLCMC), and the Military Surface Deployment and Distribution Command (SDDC).
The incumbent on the EADE vehicle is UNCOMN through contract HTC71120DD002. UNCOMN has been awarded $149.8 million to-date across 13 task orders. Per its latest SAM registration, UNCOMN remains a small business under NAICS 541512, so they are likely to remain eligible to re-compete for this vehicle. The current EADE award is to end on May 11, 2025.
