DLA Releases JETS 2.0 Solicitation: A $12 Billion IT Services Contract

The Defense Logistics Agency (DLA) has released the formal solicitation for the highly anticipated 10-year, $12 billion IT services vehicle DLA J6 Enterprise Technology Services (JETS) 2.0 contract vehicle. The response deadline is set for May 24, 2023 with awards currently expected by the end of the year.  JETS 2.0 will have an initial base period of five years, followed by a five-year option period and will feature an on-ramp process for adding new companies to the vehicle, as well as a mechanism for DLA to off-ramp awardees if they are not competitive for task orders.

Scope of JETS 2.0

As with the original JETS vehicle, JETS 2.0 awardees will provide a full range of IT services, technical and management expertise that supports applications, software, hardware, infrastructure, systems, research, and development across the DLA IT Enterprise. 

JETS 2.0 will also support administrative program management support for IT program offices and the DLA Information Operations (J6) Office. JETS 2.0 will also support the DLA Information Technology R&D program which executes programs and projects for all of DLA participating in Defense Industrial Base Manufacturing and Small Business Innovation Research (SBIR) programs.

While JETS 2.0 will primarily support DLA IT services requirements, it will allow for decentralized ordering by other DoD agencies.

JETS 2.0 Set Aside Overview

The JETS 2.0 solicitation has been issued as an unrestricted acquisition; however, a portion of contract awards will be reserved for small business and 8(a) offerors. The Government will reserve IDIQ awards for each socio-economic group. Other-Than-Small Business concerns must meet DLA goals of small business participation for the NAICS code of 541519 ($34M revenue size standard).

Defense Logistics Agency Information Operations J6 (DLA J6) is the DLA's knowledge broker, providing comprehensive, best practice information technology support to the Department of Defense and DLA Business Community to promote high-quality information systems, customer support, efficient and economical computing, data management, electronic business, and telecommunications services.

The original DLA JETS vehicle was awarded in 2016 with 142 total awardees.  To date, $2.6 billion in prime awards (plus an additional $250 million in subcontracts) has been obligated on the vehicle out of a $6 billion ceiling with increasing use each year of the vehicle. This is a critical vehicle for contractors seeking to do IT work with the DLA—over the past three years, approximately 72% of DLA IT Services contracts with NAICS 541591 were awarded through JETS with the SEWP V vehicle accounting for the majority of the remainder.

Accenture Federal Services has been the greatest beneficiary of the JETS vehicle and been awarded approximately 18% of total awards ($451 million) with the remainder concentrated in a handful of awardees including Teksynap, Amyx, and General Dynamics, which all have more than 5% share. 

The current JETS ordering period runs through January 2025.
