Chemonics Awarded $250M USAID Ukraine Harvest Support Contract

The U.S. Mission to Ukraine announced it has awarded a five-year $250 million Cost Plus Fixed Fee (CPFF) contract for Ukraine Harvest Support to Chemonics International. Chemonics was one of only two bidders for the solicitation released last October. The award notice is available here: RFP72012124R00003.
Under the contract, Chemonics will provide technical assistance and support to support grain and oilseed farmers in Ukraine, including marginalized and underserved groups. The goal is to return production and income for target commodities—barley, corn, soybean, sunflower, and wheat—to at least pre-war levels. Additionally, the initiative aims to improve production efficiency and profitability while positioning farmers to market their crops more successfully and profitably in wartime.

The contract will expand the work that Chemonics is currently performing in Ukraine including a $252 million Ukraine Confidence Building Initiative (UCBI) contract aimed at "supporting activities that will advance unified, democratic, and European-oriented recovery for Ukraine."
USAID spending has increased rapidly in Ukraine with more than $6 billion in contracts and grants provided to contractors and aid groups since 2022.
