IHS Health Information Technology Systems and Support
Description
The HITSS Investment is a suite of health information technology that includes the Resource and Patient Management System (RPMS), as well as a network of additional systems comprising a unique HIT system created to support IHS' mission to deliver high quality health care to American Indians and Alaska Natives who attend more than 400 Federal, Tribal, and Urban facilities nationwide. HITSS is critical to IHS operations; it combines practice management, medical, behavioral health, population health, and performance reporting functions into a comprehensive certified electronic health record (EHR) suite. HITSS aligns with the Administration's goal of promoting the adoption of EHRs due to their ability to improve health outcomes and decrease costs. HITSS is in the mixed lifecycle phase; much of the suite is in operations and maintenance, while enhancements are made to respond to health IT mandates.

Investment Detail

The current ROI for the RPMS Investment is approximately 3342%. For the 5-year period beginning in FY2024, the Cost of the investment is estimated at $259.776M with an estimated Benefit of $8942.346M for the same period based on FY2021 reported total Third Party Collections. The RPMS system provides a framework that provides the data, software, and formats to bill Medicare, Medicaid and Private insurance. It is estimated that Medicare, Medicaid, and private insurance collections for IHS operated facilities in 2021 is estimated at $1627.259M as compared with RPMS costs of just over $50.018M for the same period. Provider Efficiency: Using RPMS allows a provider to obtain patient care data via the Patient Care Component (PCC). This facilitates the elimination of duplicate data recording by providers, saving about a minute per patient. It is estimated that this allows for approximate cost avoidances of about $111.362M in FY21 dollars. VA Collaboration: Collaborating and utilizing software developed by the Veterans Association saves IHS money in duplicate software development costs. It is estimated that this allows for approximate cost avoidances of about $16.596M in FY21 dollars.
