Description
The Fourth Estate Manpower Tracking System (FMTS) is the manpower system of record for the Office of the Secretary of Defense (OSD), the non-Intelligence Defense Agencies, the Department of Defense (DoD) Field Activities, and the Joint Community (4th Estate Community). It tracks billets and links a billet via the Program Element Code. FMTS improves the quality of force structure data by standardizing data and improving accuracy, providing visibility of the authorized structure and billets within the 4th Estate, and eliminates manual management and reporting processes. The electronic Joint Manpower & Personnel System (e-JMAPS) tool assists the Joint Manpower Division (JMD), Personnel Services Division (PSD), Combatant Commands, and Chairman Controlled Activities in the management of all Joint Staff manpower and personnel activities.? It provides the Joint Community with reporting tools and integrates all Joint Command activities into a common database.? Chairman of the Joint Chiefs of Staff Instructions (CJSCI) 1001.01 stipulates eJMAPS as the authoritative source for all Joint Manpower and Personnel information.? The system includes capabilities to store Individual Augmentee (IA) manpower and personnel data for J1-PRD in addition to Permananet Party Data.? eJMAPS provides data to the Defense Manpower Data Center (DMDC), DIHRS, and JDAMIS (to provide the Joint Duty Assignment List (JDAL).? eJMAPS also provides mission-area personnel status updates to the Joint HQs. eJMAPS is automated software used to support the personnel and manpower information needs of the Joint Staff to include support to the manpower processing needs of the unified commands. e-JMAPS is the web-based software to support the personnel and manpower information needs of the Joint Staff, Unified Commands, Chairman?s Controlled Activities, and elements of key DoD Agencies. Using components are listed in that section of the Core data elements. eJMAPS is used on a daily basis by the listed activities for management and coordination of manpower billets, and by the Joint Staff and several of the Commands for day-to-day local management of assigned personnel. Day to day operational support of eJMAPS is performed by contractor staff.
