ETA Foreign Labor Certification (FLC) Mission Delivery
Description
The purpose of this investment is to support the Office of Foreign Labor Certification's programs whose goal is to provide national leadership, policy guidance, and certifications, to employers seeking to bring foreign workers to the US for employment. FLCS continues to manage the PERM legacy system which is expected to remain in use through FY24. The iCERT legacy system was decommissioned at the end of FY21. Although decommissioned, the iCERT legacy systems production server is still in use for records access.
The FLAG portal accepts applications in the H-2A, H-2B, H-1B, PERM Prevailing wage and CW-1 programs. The FLAG Filer Portal is a Drupal application hosted in the DDP platform and accepts applications and documents filed by stakeholders. Applications are ingested into the Appian CMS where OFLC staff adjudicate each application, and issue certification decisions. DataHub populates Seasonal Jobs, managing job postings in the H-2A and H-2B programs.

The projected ROI for the investment as of August 2013 is 402.3%. The ROI is designed to help indicate the best value solution that DOL leaders should pursue and implement to address business requirements and previously identified performance gaps. The ROI is part of a comprehensive analysis of alternatives including feasible alternatives, identification of the most viable alternatives, life cycle costs and benefits, and the financial results for the alternatives. The ROI for the investment was determined by analyzing the goals of OFLC, existing performance gaps, constraints, and perceived benefits. OFLC leverages the DOL Cost Benefit Analysis Tool to determine the ROIs for the selected alternatives. The tool serves three purposes. First, it serves as an educational tool that provides the optimal methodology for determining the cost of each alternative, risk-adjusting the cost estimates, and calculating Net Present Value (NPV), Return on Investment (ROI), and the Payback Period (PP). Second, it serves as a functional tool that project managers can use to conduct the quantitative portion of a Cost Benefit Analysis (CBA). Third, it documents the intangible benefits of each of the alternatives under consideration. The external benefits for employers and agents include:
